MEETING MINUTES
Yankee Rowe Community Advisory Board April 22, 1999
The seventh meeting of the Yankee Rowe Community Advisory Board(CAB) was held on Thursday, April 22, 1999 at the Rowe Town Hall in Rowe, Massachusetts. The meeting was called to order at 7:10 by Doris Lewis in the absence of Brad Councilman. There were nine CAB members present

Anne Skinner made the motion to elect Gail Cariddi as Vice Chairman of the board. The motion was seconded and accepted and Gail then proceeded to preside over the meeting.

It was stated that with the departure of Jane Grant the following people will share her duties. Rocky Marcello will coordinate the CAB. Joe McCumber will be working with the dry cask storage project and Merrill Atkins, who attended the meeting, will work with the licensing and permitting.

Merrill Atkins spoke about the ASLB and the fact that the board is allowing four contentions of the 24 that CAN brought forth. Yankee is appealing all four contentions and reviewing all options.

Anne Skinner asked how confident Yankee is that these contentions would not cause problems. Don Davis Yankee Atomic CEO, said by the end of the year we would have the answer regarding the f our contentions and if it they will effect the work at the sight. Don Davis feels that it is not a good idea to penalize Yankee for going beyond what is necessary.

Stan Gawle told the group that Chronicle, a TV program from Boston,had filmed a show at Yankee that will be aired in early May.

Anne Skinner gave a report of the Final Site Survey Committee. She said the group had decided to look at the non-radiological issues and see how serious the situation looked. Prior to the meeting,four subcommittee members toured the site carrying maps to gain a better mental picture of the area. Rick Williams, Plant Superintendent, and Bob Yetter, Final Site Survey Engineer, led the tour. Gerry Wood and Larry Johnson, part of the Final Site Survey Team, gave a demonstration on the intricate instruments used to detect radiation and the manner in which information is transmitted to the main computer using bar codes. The committee will give a report at the next CAB meeting in language that non-technical people can comprehend

Chuck Bellows, chairman of the Dry Cask Storage and Transportation Sub-Committee, reported on the committee by passing out the attached handout.

Both subcommittee reports were accepted by the group.

Stan Gawle handed out a proposed itinerary to visit the PalisadesPlant in Michigan with three possible dates available. All CAB members are invited to go and were to let Stan know by April 26th if they were interested and if so what dates would work best for them.

Chuck Bellows read the two motions made by Leonard Laffond at the last Dry Cask and Transportation Subcommittee meeting inviting energy Secretary, Richardson, Representative Olver and Senators Kerry and Kennedy to visit Yankee. The committee approved the motion.

The next meeting will possibly be held on May 21 or 22nd. Members feel they should wait and see when and if Secretary Richardson will visit the plant.

The meeting was adjourned at 8:47 by vice Chair Gail Cariddi
