MEETING MINUTES


Yankee Rowe Community Advisory Board December 1, 1999

The eleventh meeting of the Yankee Rowe Community Advisory Board(CAB) was held at the Charlemont Inn, Charlemont Massachusetts on December 1, 1999. The meeting was called to order by Vice Chairman Gail Cariddi at 7:07 PM.

Gail Cariddi introduced Jack Cable as the newest CAB member. Jack will represent Heath.

The minutes of the 10/13/99 meeting were approved and accepted.

PRESENTATIONS

Rocky Marcello, General Manager of Environmental Health and Safety
Dry Cask Fuel Storage Project Update

Rocky clarified that Yankee's dry fuel storage facility is being built for Yankee Rowe's fuel only. He said the spent fuel pool will not be dismantled until 2002 at the earliest.

Len Trembley, Senior Project Engineer, Dry Cask Licensing Update
Key Points:

- The plant ceased operation in 1991, so fuel has been out of the
reactor for eight years

- $2 million is being spent to design and license this system- A staff of 35 are on    the team to build dry cask storage- 2 years were spent getting NRC approval

- NAC has more transportation experience than all other vendors- Yankee was   very involved and helped NAC with design of casks- Yankee's goal is to ship the   fuel as soon as possible

- Yankee has insisted on all stainless steel with no coatings for internal fuel    canisters as some canister coatings have caused problems in the industry

- The storage casks will be lined with three and one half inches of steel    surrounded by 21 inches of reinforced concrete- The casks will weigh 110 tons    fully loaded
- If option becomes available to ship fuel, Yankee will be ready- Handout - Safely    Stored and Ready For Transport was passed out- Transportation testing has    been completed in great detail

Anita Barker asked if Palisade's casks were only for storage. Len said that was correct, but Yankee is using a dual purpose system that prepares fuel for shipment as well as storage.

Nina asked about the crane that will move the fuel and Len told her that it had been updated to a "single failure proof" criteria. Nina was concerned that a crane remain if the fuel needed to be moved again. Len said the yard area crane will be dismantled along with the spent fuel pool. Fuel will need to be lifted again by portable cranes to go from storage to transport cask.
Gail Cariddi asked what percent of the fuel has been in the pool eight years. Len explained that all the fuel in the pool is at least eight years old, with some dating back to the 1970s.
Joe McCumber, Dry Cask Construction Site Developments:
- Yankee will continue to update the CAB on dry cask construction
   activities and fuel loading status
- There will be 16 casks. 15 will contain fuel assemblies and one will contain    other high-level waste (Reactor vessel internal pieces)
- Construction of the cement storage pad will begin in the spring of 2000 and end    in the fall of 2000
- Fuel inspection campaign planned for early 2000I- Fuel transfers to dry cask   planned for 2001
Contingency Plan:
- Spent fuel pool intact until 2002
- At least I year of dry cask operation before pool is dismantled- Contingency    plan to be developed


Q & A Session
Nina Newington raised concerns about not having a spare canister available and the removal of the spent fuel pool. Len Trembley said that the DOE is required to remove any fuel, in the event of a faulty canister, to one of their facilities.
It was decided that the two subcommittees will meet in mid-January and that the chairmen would let the members know when the meetings will be held. Gail Cariddi announced that the full CAB would meet again in March and members will be notified.
