    PECO Energy Co. and the Department of Energy (DOE) recently signed an agreement addressing the DOE's delay in accepting used fuel from PECO's Peach Bottom nuclear plant in Pennsylvania. The agreement permits PECO to reduce projected payments to the Nuclear Waste Fund (NWF) in an amount equal to those costs reasonably incurred as a result of the DOE's failure to accept Peach Bottom's used fuel. An important stipulation of the contract is that the Peach Bottom used fuel must be contained in a dual purpose, dry cask storage and transport system, paid for by the DOE.  Although the DOE intends to use the PECO agreement as the framework for similar agreements with other utilities, only operating nuclear power plants contribute to the Nuclear Waste Fund. This means that shutdown plants like Yankee Rowe have no projected payments to the NWF that can be reduced to recoup the cost of fuel storage as a result of DOE delays
