MEETING MINUTES
Dry Cask Storage
and Transport Sub-Committee January 21, 1999
The first meeting
of the Dry Cask Storage and Transport Sub-Committee of the Yankee Rowe
Community Advisory Board (CAB) was held on January 21, 1999 at the Rowe
Town Hall in Rowe, Massachusetts. Chairman Chuck Bellows called the meeting
to order at 7:30 PM with all six members present.

Chuck Bellows began
the meeting by suggesting the committee review the video of -ill-.he presentation
on dry cask storage as previously planned.
Don Reid relayed
a message for Jane Grant concerning the NRC legal proceedings pertaining
to the proposed approval of Yankee's license termination plan. Jane thinks
spent fuel issues are unlikely to get addressed in the hearing because
of an earlier commission decision on the subject. All parties (NRC, Yankee,
CAN, New England Coalition on Nuclear Pollution, and the Franklin Regional
Planning Board will be attempting to convince the board of judges as to
the validity of their arguments. It will be a good, vigorous process with
a unique opportunity to review concerns by intervening groups and Yankee's
response.
Len Tremblay, lead
engineer on dry cask storage for Duke Engineering, then gave a detailed
demonstration on how Yankee would store its fuel using the dry cask storage
model. The presentation is available on video.
Mr. Tremblay explained
that Virginia Power has two different types of casks. As one of the leading
companies to use dry cask storage Virginia Power first used a Trans-Nuclear
metal cask. They then changed to the NAC system as the program evolved.
Nina Newington was
concerned with the history of dry cask storage and what problems such
a system has. She also has concerns that if Yankee removes its fuel pool,
when and if the fuel is put in dry cask storage, Yankee would have no
place to repackage the fuel safely if in fact Yankee had a problem with
a cask.
Stan Gawle told the
committee that Yankee is willing to send members who are interested to
visit a dry cask facility. Nina Newington, Lenny Laffond, Allan Twitchell
and possibly Bill LeQuier are interested. Len Tremblay is working on arrangements.
The next meeting
will be held at Rowe Town Hall on Thursday, March11, 1999 at 7 PM. The
meeting was adjourned at 9:20 PM.
