Final Site Survey Sub-Committee Meeting
March 10, 1999 Florida Town Hall

In the previous minutes, Gail Cariddi brought attention to misspelling of her name. Her name is spelled with two d's and one r.

At 7:05, Anita Barker spoke on the complexity of the transcript, which we all received in the mail. Anne Skinner said that the simple interpretation was:
Are the areas large enough?
Are the holes deep enough?

Ellen Heath said there were basically three contenders: CAN, The New England Coalition on Nuclear Pollution, and the Franklin County Regional Planning Board, Questions were: has the site been adequately summarized? When the Site is decommissioned, what is the dose rate? What do you do about the fallout?

Anne Skinner asked if there was any sense of when the issues will be resolved?

Ellen said it could be resolved in November 1999. There are three judges on the Licensing board. They could possibly have no contentions admitted, and there would be no further legal action, or there would be a discovery period, and a hearing period. The judges should conclude any day now.

Anne asked if the transcript, as well as other documents are confidential. Only documents so marked are confidential.

Implications of the hearing are that we don't know what the contentions are.

Anne Skinner asked when we could visit the site.

Brad Councilman set the date of April 22, a Thursday, (traditional meeting date) to tour the plant. We are to be at the plant at 4:30 PM on the 22"2. Mark said that he would provide a meal.

Anne asked everyone to bring maps, and requested to see particular outlets and drainage.

Gail stressed keeping the report simple for non-technical people.

Anne suggested we compare the cleanup to standards of plain language related to other non-nuclear industries and agencies.

Samples Of contamination elimination according to EPA standards:
Hospitals, Pistol Ranges, Bridges with PCB's. Oil and Fuel Spills.

Anne is going to check sugar analogy.
Bob Gallagher will search at the DFP.
Doris Lewis will check on fuel spin at Town Hall also the oil leak at the school from the underground storage tank.
Brad said the mercury in fish would be an example of non-nuclear pollution.
Gail Cariddi will check on PCBs on bridges.

Ellen and Mark said that the Y2K situation is being dealt with and the project should be completed by the end of September.
Anne said that the inflation exchanged at our meeting is specific to our sub-committee. After reports are submitted, a plain language report would be made to other subcommittee members.

Stan Gawle urged attendance at plant tour for anyone who didn't attend the previous tour.

At 8:20PM Anne Skinner made the motion to adjourn the meeting. Gail Cariddi seconded motion.
