MEETING MINUTES
Dry Cask Storage
and Transport Sub-Committee
March 11, 1999
The second meeting
of the Dry Cask Storage and Transportation Sub- Committee of the Yankee
Rowe Citizens Advisory Board (CAB) was held on March 11, 1999 at the Rowe
Town Hall in Rowe, Massachusetts. Chairman Chuck Bellows called the meeting
to order at 7:05 PM with eight members present.

Len Tremblay, P.E.
- Yankee ISFSI Project Manager, gave an update on the licensing and design
of Yankee's proposed dry cask storage site. The attached handout outlines
his detailed presentation. The videotape of the meeting is also available
for viewing.
Chuck Bellows asked
the committee to decide which dry cask storage site they would like to
visit. The motion was made and voted on to visit the site at Consumers
Energy Palisades's nuclear plant in Convert, Michigan. The dates and details
are yet to be decided. The casks at Palisades are vertical, concrete storage
casks and would provide the best visual parallel to the site contemplated
at Yankee Rowe.
Stan Gawle, Yankee
Rowe Community Relations, gave a report on the status of the federal nuclear
waste legislation and the status of the spent fuel litigation. The attached
handout outlines his presentation and the video of the meeting will provide
more information for anyone interested.
Lenny Laffond made
a motion that the CAB invites Bill Richardson, U.S. Secretary of Energy,
to come and speak at a CAB meeting on Doe's timetable on the removal of
spent fuel. The motion was seconded and approved.
Mr. Laffond then
moved to invite Senators Kennedy and Kerry and Congressman John Olver
to come, during the summer recess, to a CAB meeting at the Rowe site to
discuss the need for an interim storage site for high level waste so that
Rowe doesn't become a long term storage site. This motion was also seconded
and approved.
The entire CAB will
meet in Rowe on April 22nd at the Town Hall at7:00 PM. The sub-committee
will decide then when to meet again.
