Toxic Substances Control Act


Risk-Based Disposal Approval Application [.pdf] – June 2004 (SCY 2004-11)


The Risk-Based Disposal Approval Application was sent to the U.S. Environmental Protection Agency on June 30, 2004. In the document, the company requested authorization under the federal Toxic Substances Control Act (TSCA) to remove sediment and soil from Sherman Reservoir and the West Storm Drain Ditch and to transport the sediment and soil, which contained paint chips that had been contaminated with polychlorinated biphenyls (PCBs), to a licensed off-site disposal facility.


TSCA Sediment Final Report [.pdf] – July 2006 (SCY 2006-02)


The purpose of this Sediment Final Report and the related Tables, Figures and Appendices [.pdf] was to satisfy Condition 17 of the TSCA Risk-Based Disposal Approval. The report documents the remedial objectives that were achieved in both the East Storm Drain area and in the West Storm Drain Ditch.

PCB Soil Field Sampling Plan [.pdf] – February 2005 (SCY 2005-04)


This plan was prepared for the US Environmental Protection Agency. The plan was intended to allow Yankee Atomic to delineate the lateral and vertical extent of PCB impacts greater than 1 milligram per kilometer.


Proposed Remedial Plan - Cleanup of PCB's in Soil [.pdf] – April 2005 (SCY 2005-07)


This plan included a summary of the data collected to characterize the extent of PCB impact to site soil, as well as a discussion of the proposed cleanup plan describing target cleanup goals, areas and volumes of soil targeted, disposal/treatment options to be employed, and the proposed schedule for filings, approvals and implementation.



Industrial Area


Notification and Certification of Self-Implementing Cleanup and Disposal of PCB Remediation Waste (Industrial Area) [.pdf] – May 2005 (SCY 2005-09)


This application was prepared for the US Environmental Protection Agency. It covered the portion of the property that was defined as the Industrial Area.


Addendum to: Notification and Certification of Self-Implementing Cleanup and Disposal of PCB Remediation Waste (Industrial Area) [.pdf] -- June 2005 (SCY 2005-11)


This addendum included a summary of additional sampling results.


Approval for Cleanup and Disposal of PCB Remediation Waste (Industrial Area) [.pdf] -- June 2005 (SCR 2005-03)


This approval stated that, with the exception of minor deviations in the characterization sampling frequency requirements, the proposed excavation and off-site disposal of the PCB-contaminated materials met the self-implementing removal and disposal requirements of the US Environmental Protection Agency.

This plan was to supplement the Notification and Certification of Self-implementing Cleanup and Disposal of PCB remediation waste in the industrial portion of the Yankee Rowe site.


Revised Work Plan – Sampling, Analysis and Response Actions – PCB Remediation Waste Management Areas– November 2005 (SCY 2005-17)


This revised Work Plan was submitted to fulfill Condition 13 of the EPA’s June 23, 2005 Approval for Cleanup and Disposal of PCB Remediation Waste.

This application was prepared for the US Environmental Protection Agency. It covered the portion of the property defined as the Southeast Construction Fill Area.


Approval for Cleanup and Disposal of PCB Remediation Waste [.pdf] – April 2005 (SCR 2005-02)


This approval stated that, with the exception of minor deviations in the characterization sampling frequency requirements, the proposed excavation and off-site disposal of the PCB-contaminated materials met the self-implementing removal and disposal requirements of the US Environmental Protection Agency.




B. Nuclear Regulatory Commission


License Termination Plan


Order Approving the Decommissioning Plan and Authorizing Decommissioning of the Yankee Nuclear Power Station [.pdf] – February 14, 1995 (SCR 1995-01)


The U.S. Nuclear Regulatory Commission issued the enclosed Order approving the Decommissioning Plan.


License Termination Plan [.pdf] – November 24, 2003 (SCY 2003-07)


This plan was submitted to the United States Nuclear Regulatory Commission to demonstrate that the remaining decommissioning activities would be performed in accordance with Title 10 to the Code of Federal Regulations. The report was intended to show that the Yankee Nuclear Site Closure will not compromise the defense, security, health and safety of the public and would not have a significant effect on the quality of the environment.


License Termination Plan – Revision 1 [.pdf] – November 2004 (SCY 2004-20)


YAEC prepared this document under requirements set by the federal Nuclear Regulatory Commission (NRC). The LTP provided a blueprint for completing the NRC's decommissioning and license termination process.


Finding of No Significant Impact [.pdf] – May 6, 2005 (SCR 2005-10)


This notice, posted in the Federal Register, revealed that the NRC’s finding of no significant impact related to the exemption of material in accordance with Title 10 to the Code of Federal Regulations.


LTP Approval [.pdf] – July 2005 (SCR 2005-05)


This new license condition incorporated the NRC approved, “License Termination Plan – Revision 1” (LTP), and associated addendum, into the Yankee Nuclear Power Station License.


Historical Site Assessment– October 2004 (SCY 2004-18)


The Historical Site Assessment (HSA) described the site's physical configuration, identified the radioactive constituents of site contamination, assessed the migration of contaminants, identified contaminated media, identified non-impacted and impacted areas and classified impacted areas. The HSA supplemented the information provided in the License Termination Plan (LTP) for the YNPS site.


Letter of Intent Concerning the Release of Yankee Nuclear Power Station Site Property from Part 50 License– January 3, 2005 (SCY 2005-01)


This letter provided written notification to the NRC of YAEC’s intent to release a portion of the YNPS site from its 10 CFR Part 50 License (DPR-3). YAEC was planning to release approximately 2170 acres of the non-impacted area from its Part 50 License.


Letter of Intent Concerning the Release of Yankee Nuclear Power Station Site Property from the Part 50 License– October 13, 2005 (SCY 2005-14)


This letter provided written notification to the NRC of YAEC’s intent to modify its previously submitted request to release a portion of the site from its 10 CFR Part 50 License (DPR-3).


Yankee Nuclear Power Station – Release of Non-Impacted Site Area From Part 50 License [.pdf] – November 21, 2005 (SCR 2005-08)


In response to YAEC’s request in January (SCY 2005-01), and letter as modified on October 2005 (SCY 2005-14), the NRC found that the proposed release of the non-impacted area from the license was acceptable subject to the comment listed in this letter.

The Post-Decommissioning Planting Plan is part of the effort to restore the site to a naturalized condition, minimizing closure impacts to adjacent streams and bordering vegetated wetlands.


Wetland Restoration and Replication Plan [.pdf] – August 2004 (SCY 2004-15)


This report presents a preliminary design for restoring resource areas potentially impacted by proposed site closure and decommissioning activities. These designs are intended to provide documentation to support the Wetlands Notice of Intent.
