Response to Natural Heritage Endangered Species Program Comments [pdf] – August 13, 2004 (SCY 2004-13)


Yankee Atomic Electric Company (YAEC) prepared this historical letter to respond to a comment from the Massachusetts Division of Fisheries and Wildlife (DFW), dated July 2, 2004. The DFW letter conveyed comments from the Natural Heritage and Endangered Species Program (NHESP) regarding potential impacts on the Longnose Sucker (Catostomus) associated with the Yankee Rowe Site Closure Project.


YAEC requested Minor Permit Modifications [pdf] – December 14, 2004 (SCY 2004-21)


Yankee Atomic Electric Company requested a Minor Permit Modification in accordance with 40 CFR 122.63(a)(2), to eliminate Outfall 001A and Outfall 001B together with their associated monitoring requirements for the NPDES permit since no further discharges would occur from these corresponding outfalls.

The state Clean Waters Act, which incorporates directives under Section 401 of the federal Clean Water Act, required that the Massachusetts Department of Environmental Protection issue a water quality certification for remedial work conducted in and around the Sherman Reservoir.

Phase II Comprehensive Site Assessment [.pdf] – April 2003 (SCY 2003-01)


The Phase II Report was the second part of a phased process required under the MCP for assessment and remediation of releases of oil and/or hazardous materials to the environment. Phase II activities included sampling soil, groundwater, sediment, surface water and fish. The report describes the nature and extent of polychlorinated biphenyl (PCB)-containing paint chips in affected media and characterizes the potential risk posed by the site to human health, safety, public welfare and the environment.


Phase III Remedial Action Plan [.pdf] – April 2003 (SCY 2003-02)


The purpose of the Phase III Plan was to utilize the Phase II information to identify and evaluate remedial action alternatives sufficient in detail to support selection of the "preferred" remedial action alternative.


Phase IV Remedy Implementation Plan [.pdf] – April 2004 (SCY 2004-03)


This report covered the design, construction and implementation of the remedial response actions necessary to abate the PCBs found in the soil and sediment at the Yankee Rowe site, consistent with the requirements of the MCP.

This report was prepared at the request of the Massachusetts Department of Environmental Protection.

The DEP determined that the Phase II Report was an acceptable Interim Report subject to a list of conditions. Additional assessment work was required before the Phase II Report could be considered complete and before the Risk Assessment could be performed.

The purpose of the amended Phase III/IV Report was to update the remedial action and implementation plans for the Yankee Rowe site based on the most current site data at that time. This amended Phase III/IV Report specifically addressed reported non-radiological releases identified in soil discovered since the completed Phase III/IV Report for the site were issued.

This document provided the work plan for performing the environmental risk assessment to support the Yankee Site Closure Project. This work plan presented the procedures that were utilized to evaluate cumulative chemical and radiological risks to the environment "ecological risk assessment" (ECORA).

This document presents provided the work plan for performing the human health risk assessment to support the Yankee Site Closure Project. This work plan presented the procedures that were utilized to evaluate the cumulative chemical and radiological risks to human health.

The Groundwater Monitoring Plan was prepared for the Massachusetts Department of Environmental Protection and presented the proposed plans for groundwater monitoring necessary to support the Yankee Site Closure Project for the site in accordance with the requirements of the Massachusetts Contingency Plan for a Permanent Solution.

Public Waterfront Act - Chapter 91


Request for Determination of Applicability (Form 1) [.pdf] – June 5, 2003 (SCY 2003-03)


This document was submitted to the Rowe Conservation Commission and the Massachusetts Department of Environmental Protection to determine whether a Waterways license or other authorization was required for the Site Closure Project under the Massachusetts Public Waterfront Act (MGL Chapter 91). This form was only related to the proposed demolition activities that remained at the Yankee Rowe site in 2003.


Determination of Applicability (Form 2) [.pdf] – July 16, 2003 (SCR 2003-01)


This form was issued from the Rowe Conservation Commission and the Massachusetts Department of Environmental Protection revealing the negative determination of applicability for Phase I of the demolition activities. Although the described work was in the Buffer Zone, the work would not have altered an area subject to protection under the Massachusetts Public Waterfront Act (MGL Chapter 91).

This letter was requested an informal determination of Chapter 91 applicability on behalf of the YAEC. The letter requested clarification on the applicability regarding several decommissioning activities.

This letter is from the Massachusetts Department of Environmental Protection and granted approval of the CAAA permit application for the Southeast Construction Fill Area (SCFA). The Department approved excavation of the SCFA, off-site disposal of all solid wastes and re-use of soils on site.

These forms were submitted to the Massachusetts Department of Environmental Protection to gain approval to remove the Southeast Construction Fill Area (SCFA). The Corrective Action Design form was the final phase of the assessment process and was used to determine if the site closure design would have resulted in remediation of the site and prevent spread of contamination. The Beneficial Use Determination form was to determine if the use of the solid waste would have been beneficial and would not have harmed public health or the environment.


Revised Corrective Action Design (SCFA) [.pdf]– November 2004 (SCY 2004-19)


This report documents the Corrective Action Design (CAD) for the Southeast Construction Fill Area (SCFA). The SCFA was classified as a construction and demolition (C&D) landfill, but was predominantly composed of native soil and boulders that were excavated to facilitate construction of the YNPS facility in the late 1950s. A Corrective Action Alternative Analysis was approved by the DEP in a letter dated April 13, 2004. Removal of the landfill was initially selected as the preferred closure method. The purpose of the CAD was to describe the plans for the closure of the SCFA.


Revised Beneficial Use Determination Application (SCFA) [.pdf] – November 2004 (SCY 2004-19)


This document was provided the application to the Massachusetts Department of Environmental Protection (DEP) for a Beneficial Use Determination (BUD) regarding material currently in the Southeast Construction Fill Area. The purpose of this BUD application was to obtain DEP approval for reuse of soil from the SCFA in grading and restoring land at the Yankee Rowe site. This application included a description of the material to be reused, its estimated quantity, physical and chemical properties and proposed handling methods to ensure that there were no adverse effects to public health, safety or the environment.

This document provide a change to reflect the fact that the majority of decommissioning activities for the period of January through April 2006 would be delayed.




Structures


Application for Beneficial Use Determination for Structures [pdf] – September 22, 2004 (SCY 2004-17)


The purpose of the BUD application was to provide the Massachusetts Department of Environmental Protection (DEP) Division of Solid Waste and other stakeholders with the BUD application and supporting information necessary to review and approve plans to use processed concrete and asphalt for site regrading and to leave some building slabs and foundations and utility lines in-place. This BUD application did not address the management of soil in the Southeast Construction Fill Area (SCFA).


BUD Permit Approval – Provisional [.pdf] – December 23, 2004 (SCR 2005-01)


The Massachusetts Department of Environmental Protection with the review of the Massachusetts Department of Public Health’s Radiation Control Program, approved the referenced BUD permit subject to conditions and requirements laid out in this letter from the DEP to YAEC.

The purpose of this revised Beneficial Use Determination (BUD) application was to provide the Massachusetts Department of Environmental Protection (DEP) Division of Solid Waste and other stakeholders with the revised BUD application.

This permit allowed the YAEC to leave certain below-grade structures in place and to reuse as fill certain concrete and asphalt rubble from the demolition of above grade structures.

This was the final permit approval details which structures needed to be removed in their entirety and which subsurface structures, concrete rubble and buried utilities were allowed to remain in place if they meet the reuse standards.

MA Department of Public Health (Radiation Control Program)


Plan for Demonstrating Compliance with the 10 mrem/yr criterion [.pdf] – November 2005 (SCY 2005-16)

Although Yankee was not a radioactive material licensee for the MA DPH, Yankee committed to complying with this regulation for the Yankee Site Closure Project. This Compliance Plan that was submitted was consistent with approach described in the License Termination Plan, which was submitted to and approved by the Nuclear Regulatory Commission.
